신종감염병 인포데믹 대응을 위한 디지털 플랫폼 협력모델연구

초록

본 연구는 코로나19 팬데믹에서 드러난 인포데믹 문제를 계기로 신종감염병 상황에서 정부와 디지털 플랫폼 간 협력 기반을 마련하는 것을목표로, 국내외 법·제도와 플랫폼 대응 사례, 그리고 행위자 기반 시뮬레이션을 통해 확산 구조와 개입 효과를 분석하였다. 한국은 표현의 자유보장과 공공질서 유지 사이에서 간접 규제 중심으로 대응해 허위정보정의·책임 체계·초기 대응 기준이 불명확한 반면, EU DSA·독일 NetzDG·프랑스 정보조작방지법·영국 온라인안전법 등은 플랫폼의 구조적 책임, 투명성, 미디어 리터러시 강화를 결합한 대응 체계를 구축하였다. 시뮬레이션 결과, 초기에는 올바른 정보 제공보다 오정보 노출 차단과 확산 속도 완화가 효과적이며, 알고리즘 조정과 인플루언서 규제는 중기 이후 유의미하고, 일부 플랫폼만 개입할 경우 다중 플랫폼 이용 구조로 전체 확산 억제가 어렵다는 점이 확인되었다. 나아가 주요 디지털 플랫폼 사업자와 전문가를 중심으로 간담회를 개최하여 코로나19 당시와 현재의 인포데믹 대응 시스템 현황과 한계 등을 파악하고, 향후 인포데믹상황을 효과적으로 대응하기 위한 협력 선언문을 발표하였다. 이에 더하여 본 연구에서는 사후 삭제에서 선제적 예방으로의 전환, 기능·책임 기반 파트너십, 상시 협력체계를 핵심 원칙으로 제시하며, 비상연락망구축, 데이터 개선, 리터러시 캠페인, 제3기관 신속 판별, 선언문 기반 가이드라인, 정기 협의체, 인증제와 인센티브 프로그램을 통해 신뢰 가능한 정보환경 구축을 제안한다.

This study examines international legal frameworks, platform responses, and agent-based simulations to build cooperation between government and digital platforms in emerging infectious disease contexts, prompted by infodemic issues during COVID-19. Korea relies on indirect regulation to balance freedom of expression and public order, leaving misinformation definitions and responsibility unclear, while the EU DSA, Germany’s NetzDG, France’s anti-manipulation law, and the UK’s Online Safety Act establish platform responsibility, transparency, and media literacy. Simulations show that blocking exposure and slowing spread are most effective early on, while algorithm adjustments and influencer measures are meaningful later; partial platform intervention fails due to multi-platform use. Consultations with platforms and experts identified current limitations and produced a joint declaration. The study recommends shifting from post-hoc deletion to proactive prevention, establishing function-based partnerships and permanent cooperation, and implementing emergency networks, data improvement, literacy efforts, rapid third-party assessment, guidelines, consultative bodies, and incentive programs to ensure a reliable information environment.
