헬스케어·인공지능 연구를 위한 연구윤리 교육프로그램 운영 및 윤리지침 개선

초록

본 연구 기획은 빠르게 진화하는 헬스케어 AI 분야에서 체계적인 윤리 프레임워크에 대한필요성이 커짐에 따라, 헬스케어 AI 연구를 위한 포괄적인 윤리 가이드라인과 교육 프로그램을 수립하고 강화하는 것을 목표로 하였다. 기획은 크게 네 가지 목표를 설정하였다. (1) 헬스케어 AI 연구자, 개발자, 일반인 대상 실무 적용 및 실제 시나리오에 중점을 둔 헬스케어 AI 연구윤리 교육 프로그램 개발 및 시행, (2) 외국 지침 텍스트 분석을 통한 국내외 헬스케어 AI 연구윤리 동향 분석, (3) 자문 및 이해 관계자 참여를 통한 헬스케어 AI 연구윤리 원칙 조사 및 개정, (4) 헬스케어 AI 윤리 사례 분석 및 다양한 커뮤니케이션 채널을 통한 환류. 기획은 유의미한 성과를 도출하였다. 첫째, 헬스케어 AI 윤리의 기본 개념, 법적 프레임워크, 국제 동향, 윤리적 원칙, 사회적 함의를 포괄하는 6개의 모듈로 구성된 온라인 교육 프로그램을 개발했다. 윤리적 개념과 사례에 대한 접근성과 적용 가능성을 높이기 위해 온라인 포맷을 적용한 교육 프로그램은 수강자들로부터 좋은 평가를 받았다. 둘째, <보건의료분야 인공지능 연구자를 위한 연구윤리 지침>을 국문과 영문으로 발간하였다. 이를 통해 지역적 민감성을 유지하는 한편, 국제 협력과 비교 연구를 위한 장을 마련하였다. 셋째, 환자· 시민 참여(PPIE)를 중요한 외부 검증 과정으로 통합하는 새로운 헬스케어 AI 윤리 자율규제프레임워크를 제안, 윤리 지침이 헬스케어 AI 기술의 영향을 가장 많이 받는 당사자의 관점과 요구를 반영하도록 하였다. 넷째, 가상 헬스케어 AI 사례를 수집·개발·분석하고 이를 책으로 출간하여 윤리적 실행을 위한 실질적인 통찰을 제공하였다. 이러한 결과는 (1) 헬스케어 AI 연구자와 개발자를 위한 표준화된 교육자료를 제시하여 여러 기관에서 일관된 윤리 교육을 제공하고, (2) 연구자와 개발진이 헬스케어 AI 연구개발 관리 과정에서 스스로 윤리적 검토를 수행하며 외적 검토와 보완을 받을 수 있도록 지원하며, (3) 정책 개발 및 규제를 위한 기초를 제시하여 윤리적 원칙과 실제 거버넌스 사이의 간극을 메우고, (4) 헬스케어 AI 윤리에 대한 공공 교육 및 인식 제고 캠페인을 위한 자료로 활용될 수 있다. 이 기획은 환자와 대중을 포함한 모든 이해관계자의 적극적인 참여를 통해 헬스케어 AI 윤리 지침과 교육 프로그램의 지속적인 개선을 위한 지속 가능한 모델을 구축하였으며, 이를 통해 헬스케어 AI 기술의 지속적인 발전에 대한 대응성을 확보하였다. 본 연구는 헬스케어 AI가 윤리, 법적 기준을 준수하는 범위 내에서 효율적인 발전을 이루기 위한 균형을 교육, 절차, 지침을 통해 자율적으로 구현하는 방안을 제시하였다.

This research project aims to establish and enhance comprehensive ethical guidelines and educational programs for healthcare AI research in South Korea. The project consists of four major components: (1) developing and implementing AI research ethics education programs for healthcare researchers, developers, and the public, (2) analyzing domestic and international healthcare AI research ethics trends through guideline translation and text analysis, (3) investigating and revising healthcare AI research ethical principles through advisory committee operation, and (4) analyzing healthcare AI cases and promoting AI ethics awareness through various communication channels. The project has produced several significant outcomes. First, we developed a comprehensive 6-module online education program covering fundamental concepts of healthcare AI ethics, legal frameworks, international trends, ethical principles, and social implications. Second, we published the "Research Ethics Guidelines for Healthcare AI Researchers" in both Korean and English, facilitating international collaboration and comparative research while maintaining sensitivity to local healthcare contexts. Third, we proposed a new healthcare AI ethics self-regulatory framework that incorporates patient and public involvement and engagement (PPIE) as an important external validation process, ensuring that ethical guidelines reflect the perspectives and needs of those most affected by healthcare AI technologies. Fourth, we collected, developed, and analyzed hypothetical healthcare AI cases to provide insights for ethical practice. These results can be applied in several significant ways: (1) as standardized educational materials for healthcare AI researchers and developers, (2) as reference materials for institutional review boards and ethics committees, (3) as foundational documents for policy development and regulation, and (4) as resources for public education and awareness campaigns about healthcare AI ethics.
