질병관리 정책 연계 연구개발 기획 및 추진전략 수립

초록

○ (연구목표) 본 연구는 질병관리 정책의 과학적 근거 마련과 효율성 있는 정책 실행을 위해 질병관리청 핵심 정책을 중심으로 중장기적 R&D 사업 도출과 추진전략 수립 ○ (연구내용) 질병관리 정책과 질병관리청의 R&D 수요를 기초로 1)분야별 전문가 R&D 수요 확보, 2)전문가 자문위원회를 통해 질병관리청 R&D 수요에 대한 연계·확장 가능한 핵심 R&D 사업 도출, 3)핵심 R&D 사업에 대한 우선순위 설정, 4)질병관리 R&D 종합계획(안)의 수립 및 로드맵 도출 ○ (연구결과) 질병관리청 R&D 수요의 핵심방향은 1)AI·데이터 과학기술 융복합, 2)의료안전 강화, 3)바이오 안보 대비·대응, 4)질병관리 특화 융복합 인재양성으로 나타났음. 전문가 자문위원회를 통해 질병관리청 R&D 수요를 연계·확장하여 36건의 핵심 R&D 사업을 도출하였음. 질병관리청 핵심 정책과 도출된 R&D 사업을 기초로 ‘질병관리 R&D 종합계획(안)’의 추진체계 및 로드맵이 수립되었음 ○ (연구고찰 및 결론) 질병관리 정책 연계 R&D 종합계획(안)은 과학적 근거 확보와 정책 실행에 있어 ‘정책-현장’의 가교역할이 가능하도록 추진체계를 수립하였음. 1)AI·데이터 과학기술 기반, 질병관리 기술 고도화를 통한 선제적 대비·대응, 2)국가예방접종, 항생제 내성 관리체계 고도화, 3)첨단바이오 기술 위협에 대한 대비 및 관리체계 강화, 4)AI 융복합 전문인력 양성을 통한 질병관리 전문성 강화를 목표로 4대 추진전략, 6대 중점방향 및 9대 중점후보 기술(안)을 도출하고, 중장기 로드맵을 제시함 ○ (기대효과) 본 연구를 통해, 감염병, 만성질환, 건강위해 등 탄탄한 질병관리를 위해 1)AI 등 융복합기술을 적용한 질병관리 기술혁신, 2)질병관리 R&D를 통한 과학적 근거 기반한 정책개발, 3)질병관리기술의 현장도입 및 활용체계 구축으로 질병관리청의 연구역량 고도화와 이를 통한 정책개발과 실행으로 국민건강 향상에 기여가 가능할 것임

○ (Purpose) In this study, it is to establish a long-term R&D and strategy connect with the policies of the Korea Disease Control and Prevention Agency(KDCA), in order to provide scientific evidence for disease control policies and efficient execution. ○ (Methodology and Content) The study was based on the disease control policy and the R&D survey of the KDCA; 1)R&D survey of expert, 2)Deriving interconnected and expanded R&D projects projects based on the R&D needs of the KDCA through an advisory committee, 3)Setting priorities for core R&D projects, 4)Establishing the framework for the comprehensive disease control R&D plan. ○ (Results) The key directions for the R&D survey of the KDCA were identified as 1)AI and data science, technology convergence, 2)strengthening medical safety, 3)preparedness and response for biosecurity, 4)professional manpower training. The R&D survey of the KDCA were interconnected and expanded R&D projects, resulting in the identification of 36 core R&D projects through the expert advisory committee. The framework and roadmap for the comprehensive disease control R&D plan were developed the based on policies of the KDCA and the derived R&D projects. ○ (Conclusion) The comprehensive disease control R&D plan encompasses the core tasks of the KDCA and was established to ensure the efficient formulation and execution of policies; 1)Advancement of data infrastructure, including AI, 2)Expand AI and data utilization technology, 3)Strengthening national management of vaccination and antibiotic resistance, 4)Preparedness and response for Biological threats. In the future, it will be possible to establish the foundation for improving the credibility of the KCDA policies and ensuring the efficient execution of those policies. ○ (Expected Outcomes) Through this study, it will be possible to enhance public health by 1)Applying convergent technologies such as AI for disease management innovation, 2)Developing evidence-based policies through disease control R&D, 3)Establishing a system for the field implementation and utilization of disease management, thereby advancing the research capabilities of the KDCA and facilitating policy execution.
