초록

□ 연구 목표 ㅇ 유전체기반 정밀의료서비스 개발･보급･촉진을 위한 유전체의료서비스 보급 및 혁신 기본계획(안)과 (가칭) 국립유전체센터 설립 계획 마련 □ 추진 배경 및 필요성 ㅇ 세계적으로 바이오분야에 대한 중요도가 증가함에 따라 맞춤형 예방과 치료가 가능한 유전체기반 의료 서비스가 부상하고 있으며, 보다 나은 치료효과와 예후를 보장할 수 있어 이에 대한 요구 증대 ㅇ국내에도 꾸준히 유전체기반 의료서비스에 대한 도입 및 활성화가 요구되고 있으나, 이에 대한 뚜렷한 체계 및 제도 기반이 구축되지 않아 서비스 활성화를 위한 인프라 및 제도 추진 필요 □ 연구 결과 ㅇ(비전) 개인 맞춤형 유전체의료서비스 제공으로 국민 건강 증진 실현 ㅇ (전략목표) 유전체의료서비스 개발·보급·촉진 실현을 위한 체계 마련 및 법률 제정 ㅇ (전략 1) 유전체의료서비스 제공 체계 개발 - 유전상담 및 검체 수집 - 유전체 데이터 분석 및 해석 - 데이터 저장, 관리 및 서비스 제공 ㅇ(전략 2) 유전체의료서비스 보급 핵심거점 구축 - 유전체의료서비스 기관의 체계적 구축 - 유전체의료서비스 품질관리 체계 구축 - 유전체의료서비스 특화 플랫폼 구축·운영 ㅇ(전략 3) 유전체의료서비스 촉진 법률 제정 - (가칭)유전체의료서비스 촉진법(안)마련 - 유전체의료서비스 개발·보급·촉진 중장기 기본계획 수립 □ 기대효과 ㅇ 유전체의료서비스 분야에 관한 미래 트렌드 및 정책 수요에 대응한 연구개발을 통해 관련된 R&D를 추진 및 지원하고 있는 국가연구개발사업과의 정책적 연계성 확립 가능 ㅇ 오진을 최소화하고 효능이 극대화된 개인화된 맞춤치료의 임상적용이 전국적으로 활성화될 수 있는 기회 및 응용 분야에 적용할 수 있는 토대 제공 ㅇ (가칭)국립유전체센터를 통해 수집･관리하는 유전체의료자원을 활용하여 개인의 질환에 대한 맞춤형 예방, 치료를 통한 비용절감 및 관련 보건의료 기술 개발 단축 등 효율적 의료서비스 제공과 더불어 국가 차원의 보건의료정책 결정에 기여

□ research objectives ㅇ Prepare a basic plan (draft) for dissemination and innovation of dielectric medical services and a plan for the establishment of the National Dielectric Center (tentative name) for the development, dissemination, and promotion of dielectric-based precision medical services □ Background and Need for Propulsion ㅇ Genome-based medical services with customized prevention and treatment are emerging as the importance of the bio sector increases worldwide, and the demand for this can be increased by ensuring better treatment effects and prognosis ㅇ In Korea, the introduction and activation of dielectric substance-based medical services are constantly required, but a clear system and institutional foundation have not been established for this, so infrastructure and systems for service activation are needed □ the results of a study ㅇ (Vision) Promoting public health by providing personalized genomic medical services ㅇ (Strategic Objectives) Establishment of a system and enactment of laws to realize the development, dissemination, and promotion of genomic medical services ㅇ (Strategy 1) Development of a system for providing genomic medical services - Genetic counseling and sample collection - Analysis and interpretation of dielectric data - Data storage, management, and service delivery ㅇ (Strategy 2) Establishment of a key base for the dissemination of genomic medical services - Systematic Establishment of Genetic Medical Service Institutions - Establishment of Quality Management System for Genetic Medical Service - Establishment and operation of a platform specializing in genomic medical services ㅇ (Strategy 3) Enactment of Act for Promotion of Genetic Medical Service - (tentative name) Preparation of the Act on Promotion of Genetic Medical Services (draft) - Establishment of mid- to long-term basic plan for development, distribution, and promotion of genomic medical services □ expected effect ㅇ A policy link can be established with national R&D projects that promote and support related R&D through R&D in response to future trends and policy demands in the field of genomic medical services ㅇ Provides opportunities for clinical applications of personalized, customized therapy with minimal misdiagnosis and maximized efficacy to be activated nationwide and the foundation for applications ㅇ (Tentative name) Using genomic medical resources collected and managed through the National Dielectric Center, contribute to the decision of health care policies at the national level as well as providing efficient medical services, such as customized prevention of individual diseases, reduction of costs through treatment, and reduction of development of related health care technologies
