바이오신기술 적용 유전자변형생물체의 인체위해성 평가 관리 대응 전략연구

초록

○ (연구목표) 유전자 편집기술, 합성생물학 적용 유전자변형생물체에 대한 국가관리의 필요성에 대해 전문가 검토 및 논의 등을 통해 동 기술의 국가 관리체계 구축을 위한 “유전자변형 생물체 인체위해성 평가·관리 및 대응방안 전략 방향(안) 수립” ○ (연구내용) 1)국내외 바이오신기술 및 유전자변형생물체 정책동향 등 현황 조사·분석 2)전문가 워킹그룹 구성 및 운영(포럼운영) 3)바이오신기술 유전자변형생물체 인체위해성 평가·관리 및 대응 전략 방향(안) 수립 ○ (연구결과) 바이오신기술 및 유전자변형생물체의 최신동향과 워킹그룹 운영결과를 반영하여, ‘추진목표 – 성과지표 – 세부 추진내용(안)’ 도출을 통해 바이오신기술 적용 유전자변형생물체 인체위해성 평가·관리 대응 전략 방향(안)을 수립하였음 ○ (연구고찰 및 결론) - 국내에서는 바이오신기술 적용 유전자변형생물체의 인체위해성평가는 「유전자변형생물체법」에 따라 수행하고 있으나, 국가별로 바이오신기술 적용 유전자변형생물체에 대해 규제완화 또는 강화 조치를 취하고 있음 - 1)바이오신기술에 대한 안전성 미확보, 2)비의도적 및 의도적 형질변이에 대한 검증, 3)유전자서열 및 유전자편집기술을 이용한 이중용도사용 등의 이슈를 고려할 때, 유전자 변형생물체의 안전관리는 필요하다고 판단되며, - 수립된 ‘바이오신기술 적용 유전자변형생물체 인체위해성 평가·관리 및 대응 방향(안)’은 유전자변형생물체 안전관리에 참고가 될 것임 ○ (기대효과) 본 연구를 통해, 급속도로 발전하는 바이오신기술과 동 기술을 적용한 유전자 변형생물체에 대한 주요 이슈사항에 대한 전문가 논의로 ‘바이오신기술 적용 유전자변형 생물체 인체위해성 평가·관리 및 대응 방향(안)’이 마련되었으며, 이를 통해 향후 정책개발 및 중장기 R&D 기획 시 참고자료로 활용이 가능할 것임

○ (Purpose) In this study, the expert review and discussion of living genetically modified organisms(LMOs) applied in gene editing and synthetic biology establishes “Evaluation, management, and response measures for human risk assessment of LMOs” ○ (Methodology and Content) 1) Investigation and analysis of the current status of new bio-technologies and policy trends of LMOs, 2) Establishment and operation of an expert working group, 3) Establishment of evaluation, management, and response measures for human risk assessment of LMOs. ○ (Results) Based on the latest trends in new bio-technologies and LMO, the results from the operation of the expert working group and the framework of ‘Objective –Performance Indicator–Detailed Action Plan’ a strategy for evaluation, management, and response measures for the human risk assessment of LMO was established. ○ (Conclusion) - Countries are deregulating or strengthening LMO developed using new bio-technologies. - 1) Lack of confirmed safety for new bio-technologies, 2) Verification of both unintended and intended genetic modifications, and 3) dual-use applications indicate the need for safety management of LMOs. - The ‘direction of human risk assessment, management, and response for LMOs applying new bio-technologies’ will be used as a reference for safety management of LMO. ○ (Expected Outcomes) Through this study, the “direction of human risk assessment, management, and response for LMOs applying new bio-technology” can be used as a reference for policy development and medium- to long-term R&D planning.
