2025년 다자기구 회의 감염병 분야 의제 대응 전략 연구

초록

○ 본 연구는 주요 다자기구 감염병 논의 동향 모니터링을 통한 감염병 분야 대응 역량을 제고하고 다자기구 참여전략을 수립하는 것을 목적으로 함 - WHO 및 G20 다자기구의 감염병 논의에 참여하여 논의 동향을 지속적으로 모니터링, 분석 및 축적하고 국내 전문가들과의 논의를 통해 한국의 감염병 분야 대응 역량을 제고하고자 함 - 다자기구 감염병 분야 논의 동향 파악 및 분석과 국내 전문가 자문회의 논의 결과를 기반으로 감염병 분야 다자기구 논의에 대한 참여전략을 수립하고자 함. ○ 이를 위해 보건분야 다자기구인 WHO의 지배기구 회의인 제156차 집행이사회와 78차 세계보건총회, 제76차 서태평양 지역위원회, G20 보건실무 회의의 감염병 관련 의제와 주요 논의 내용을 검토함 - 2025년 다자간 감염병 의제는 국제보건규칙(IHR) 개정안과 팬데믹 협정을 통한 글로벌 거버넌스 강화에 중점을 두었음. 감시, 보고 강화, 백신, 진단 및 치료제에 대한 공평한 접근의 필요성이 논의에서 강조되었음. 감염병 대비는 고립된 문제가 아니라 기후 변화, 항생제 내성, 원헬스(One Health) 접근 방식, 지속 가능한 재정 지원과 같은 더 광범위한 과제와 교차하는 문제로 제시되었음. - 한국은 공동외부평가(JEE) 경험, 국제보건규칙(IHR) 44조에 따른 정보 공유 의지, 집합적 역량 강화를 위한 WHO 및 서태평양 지역 사무소와의 협력을 강조함. 한국은 기술 전문 지식을 제공하고 글로벌 보건 거버넌스에서 책임성과 연대의 중요성을 강조하며 신뢰할 수 있고 협력적인 중견국으로서의 역할을 보여줌. ○ 코로나 이후 다자간 개혁으로 중요한 법적, 제도적 변화(IHR 개정, 팬데믹 협정 등)가 있었지만, 그 이행, 형평성, 자금 조달은 핵심적인 미해결 문제로 남아 있음.

○ This study aims to enhance Korea’s capacity to respond to infectious diseases by monitoring discussions at major multilateral organizations and establishing strategies for active participation. - The study focuses on analyzing infectious disease discussions at the WHO and G20 while improving Korea’s response capacity through consultations with domestic experts. - It aims to formulate a strategy for multilateral engagement based on trends in international discussions. ○ To achieve this, the agendas and key discussions on infectious diseases were reviewed from the 156h WHO Executive Board Meeting, the 78h World Health Assembly, and the 76th WPRO committee, and G20 Health Working Group. - The 2025 multilateral infectious disease agenda centered on strengthening global governance through the IHR amendments and Pandemic Agreement. Discussions emphasized the need to strengthen surveillance, reporting, and equitable access to vaccines, diagnostics, and therapeutics. I.nfectious disease preparedness was framed not as a siloed issue but as one intersecting with broader challenges such as climate change, antimicrobial resistance, One Health approaches, and sustainable financing. - South Korea emphasized its experience with Joint External Evaluations (JEE), its commitment to information‑sharing under IHR Article 44, and its engagement with the Western Pacific Regional Office to strengthen collective capacity. These interventions positioned Korea as a credible and cooperative middle power, offering technical expertise and reinforcing the importance of accountability and solidarity in global health governance. ○ Post‑COVID multilateral reforms have produced important legal and institutional changes (IHR amendments, Pandemic Agreement etc.), but that implementation, equity, and financing remain the core unresolved problems.
