연구목표 ○ 대규모 바이오 빅데이터 사업에 적합한 수행 체계 마련 및 보고서 작성- 현재 진행중인 사업을 통해 산출되는 지침, 매뉴얼, 범부처 협력 사항 등을 참고하여 수행 체계 보고서를 작성하고, 향후 대규모 빅데이터 사업추진 시의 과학적·정책적 함의를 제공하고자 함 연구내용 및 결과 ○ (해외 지침 분석) 미국의 All of Us (100만명 모집 목표, 소수자 포함 다양한 인구집단 포함, OMOP-CDM 기반 데이터 표준화, 클라우드 기반 분석 플랫폼, 참여자 결과 환류 중시), 영국의 UK biobank (50만명 규모, 영국 NHS와 연계한 추적조사 수행, 유전 및 영상 데이터로의 확장), 핀란드의 Finngen(바이오뱅크 법 기반의 사업, 직접 모집보다는 기존의 바이오뱅크 체계 활용)의 지침에 대한 분석 수행 ○ (대규모 빅데이터 사업 전략 체계) 데이터 확장(정형 임상정보 외에 비정형(TXT, 영상, 병리), 라이프로그, 멀티오믹스 등 심층 데이터 확보), 데이터 확산(OMOP-CDM 등 국제 표준 적용을 통한 상호운용성 확보 및 공공 데이터(건강, 환경 등)), 데이터 활용(개인정보보호 원칙 하의 신속한 데이터 제공(Fast track), 보안성을 갖춘 클라우드 분석 환경 구축, 민관 협력 모델 창출)의 전략 체계 제시 ○ (종합 보고서 제안) 의사결정 거버넌스(운영위원회-전문위원회-자문위원회 등) 및 사업 수행을 위한 3개의 핵심 센터(참여자 모집센터-의료기관 모집과 자발적 참여 병행, 전자동의 원칙, 참여 독려를 위한 인센티브 확립, 이탈 방지 전략 수립), 인체자원 관리센터(검체의 수집, 운송(콜드체인), 자원 제작(자동화), 장기 보존(-80℃/액체질소) 전 과정의 표준화 및 품질 관리), 데이터 관리센터(임상정보(EMR), 유전체 정보, 라이프로그, 공공데이터 등의 수집·연계, OMOP-CDM 기반의 표준화, 데이터 수집, 활용 인프라 구축 및 연구자 지원, 성과 관리) 운영 방안 제시 기대효과 및 활용방안 ○ 한국형 바이오빅데이터 구축 및 정밀의료 실현을 목적으로 하는 코호트·바이오뱅크 사업의 원활한 추진 ○ 의료 AI를 결합한 바이오빅데이터 활용 체계 마련 및 성과 창줄 ○ 데이터 주권 차원의 국가 전략 자산 확보, 데이터 지반 보건 정책 수립 및 건강 결정 요인 평가에 기여

○ (Research Goal) To establish an implementation system suitable for a large-scale bio-big data project and write a report. - To write an implementation system report by referring to guidelines, manuals, and inter-ministerial cooperation details derived from the ongoing project, and to provide scientific and policy implications for the future promotion of large-scale big data projects. ○ (Analysis of Overseas Guidelines) Conducted an analysis of guidelines from major international projects, including the US 'All of Us' (aiming for 1 million participants, inclusion of diverse populations including minorities, OMOP-CDM based data standardization, cloud-based analysis platform, emphasis on returning results to participants), the UK 'UK Biobank' (scale of 500,000, conducting follow-up studies linked with the NHS, expansion into genomic and imaging data), and Finland's 'FinnGen' (project based on the Biobank Act, utilizing existing biobank systems rather than direct recruitment). ○ (Large-scale Big Data Project Strategy System) Proposed a strategy system consisting of Data Expansion (securing in-depth data such as unstructured data (TXT, imaging, pathology), lifelogs, and multi-omics beyond structured clinical information), Data Diffusion (securing interoperability through the application of international standards like OMOP-CDM and linking public data (health, environment, etc.)), and Data Utilization (providing rapid data access (Fast track) under privacy protection principles, establishing a secure cloud analysis environment, and creating public-private partnership models). ○ (Comprehensive Report Proposals) Proposed operational plans for Decision-making Governance (Steering Committee - Specialized Committee - Advisory Committee, etc.) and Three Core Centers for project execution: -Participant Recruitment Center: Parallel recruitment via medical institutions and voluntary participation, principle of electronic consent, establishment of incentives to encourage participation, and formulation of retention strategies. -Bioresource Management Center: Standardization and quality control of the entire process including specimen collection, transport (cold chain), resource processing (automation), and long-term preservation (-80℃/liquid nitrogen). -Data Management Center: Collection and linkage of clinical information (EMR), genomic information, lifelogs, and public data; standardization based on OMOP-CDM; establishment of infrastructure for data collection and utilization; researcher support; and performance management
