1. 연구 개요 및 목적 본 보고서는 질병관리청 국립보건연구원이 수행하는 7개 핵심 국가연구개발사업에 대한 2025년도 중간평가 및 종합적 성과분석 결과를 제시하여 정부 기관 및 정책 입안자를 대상으로, R&D 투자의 효율성을 제고하고 미래 보건의료 연구개발 전략 수립에 필요한 핵심 근거를 제공하는 것을 목적으로 한다. 2. 연구 방법론 연구는 과학기술정보통신부의 「2025년도 국가연구개발사업 자체평가 지침」을 준수하여 수행되었다. 평가 체계는 ①추진과정, ②성과, ③환류계획의 3개 부문으로 구성되었으며, NTIS 및 IRIS 등 공식 데이터베이스를 통해 성과를 취합·검증하였다. 특히 성과의 질적 수준을 평가하기 위해 국제 비교, 정책 기여도, 기술적 파급효과 등을 다각적으로 분석하였다. 최종 평가는 감염병, 만성병, 미래의료 등 분야별 외부 전문가로 구성된 분과위원회 및 총괄위원회의 심의를 통해 객관성과 전문성을 확보하였다. 3. 주요 연구 결과 7개 대상 사업에 대한 최종 평가 결과, '우수' 1개, '보통' 4개, '미흡' 2개 등급으로 분류되었다. 우수 (1개): '형질분석연구' 사업은 Nature 등 세계 최고 수준의 학술지에 지속적으로 성과를 게재하고, 한국인 고유의 유전체 데이터 자산(한국인칩 등)을 구축하여 정밀의료 연구의 국가적 기반을 마련한 점을 높이 평가받아 '우수' 등급을 획득하였다. 보통 (4개): ';감염병 관리기술 개발연구', '코로나19 후유증 조사연구' 등 4개 사업은 각 분야에서 안정적인 성과를 창출하였으나, 성과 확산 및 관리 체계 측면에서 일부 개선점이 지적되어 '보통'으로 평가되었다. 특히 '헬스케어 이종데이터 활용체계 및 인공지능 개발' 사업은 '우수' 등급에 근접한 잠재력을 보였다. 미흡 (2개): '만성병 관리기술 개발연구';, '공공백신개발지원사업'은 사업 목표 재설정과 성과관리 체계 고도화가 시급한 과제로 나타나 '미흡' 등급을 받았다. 이는 성과 창출 자체의 문제라기보다, 변화하는 R&D 환경에 맞춰 목표와 전략을 유연하게 관리하는 체계의 중요성을 시사한다.

1. Research Overview and Objectives This report presents the results of the 2025 mid-term evaluation and comprehensive performance analysis of seven core national R&D projects conducted by the National Institute of Health, Korea Disease Control and Prevention Agency (KDCA). The purpose is to enhance the efficiency of government R&D investment and to provide critical evidence necessary for formulating future healthcare research and development strategies for government agencies and policymakers. 2. Research Methodology The study was carried out in compliance with the “2025 Guidelines for Self-Assessment of National R&D Projects” issued by the Ministry of Science and ICT. The evaluation framework consisted of three components: (1) implementation process, (2) performance, and (3) feedback plan. Performance data were collected and verified through official databases such as NTIS and IRIS. In particular, to assess the qualitative level of performance, the analysis considered international comparisons, policy contributions, and technological impacts from multiple perspectives. The final evaluation ensured objectivity and expertise through deliberations by subcommittees and the general committee, which were composed of external experts in the fields of infectious diseases, chronic diseases, and future medicine. 3. Key Research Findings The final evaluation results of the seven projects were categorized as follows: one Excellent, four Fair, and two Poor. Excellent (1 project): The Trait Analysis Research project received an “Excellent” rating for consistently publishing outcomes in world-leading journals such as Nature and for establishing unique Korean genomic data assets (e.g., Korean Chip), thereby laying a national foundation for precision medicine research. Fair (4 projects): Four projects, including the Infectious Disease Control Technology Development Project and the COVID-19 Sequelae Investigation Study, generated stable outcomes in their respective fields. However, they were rated “Fair” due to identified areas for improvement in dissemination and management systems. Notably, the Healthcare Heterogeneous Data Utilization and AI Development Project demonstrated potential close to the “Excellent” level. Poor (2 projects): The Chronic Disease Management Technology Development Project and the Public Vaccine Development Support Project were rated “Poor,” highlighting the urgent need to reset project goals and upgrade performance management systems. This does not necessarily indicate a lack of performance generation itself but rather underscores the importance of establishing flexible management systems that can adapt goals and strategies to the evolving R&D environment.
