The COVID-19 pandemic was a complex disaster that profoundly affected national security and the overall economy. Both capacity building for response personnel and information infrastructure are key components of national resilience. This study empirically analyzes the social and economic impacts of two major initiatives implemented by the Korea Disease Control and Prevention Agency (KDCA) in response to the pandemic—namely, the Infectious Disease Response Workforce Training Program and the Integrated Disease Control Information System Project. A CBA framework was applied to quantitatively assess the economic feasibility of the two programs. The benefits of the workforce training project were estimated as the reduction in pandemic-related damage costs through the development of professional human resources, while those of the integrated information system were calculated based on both reduced damage costs and time savings for system users. The analysis covered a 10-year period, converting all costs and benefits to present value terms, assuming an annual pandemic probability of 5% and a rapid-response damage reduction rate of 10%. The results confirmed considerable economic feasibility for both initiatives. The workforce training program yielded a BCR of 2.214 and an NPV of KRW 29,482 million, while the integrated information system project recorded a BCR of 1.350 and an NPV of KRW 13,465 million. Additionally, annual user time-saving benefits of the information system were estimated 1.7 times the pandemic damage reduction benefit. A sensitivity analysis assuming an annual 5% increase in the budget showed that both BCR and NPV increased, confirming that expanding investments in infectious disease response capacity constitutes an economically rational public investment. From a social perspective, KDCA’s enhanced early response capacity contributed significantly to reducing infection rates and mortality. Moreover, Korea’s GDP contraction of -1.0% in 2020, compared to the OECD average of -3.9%, demonstrates that early response capacity substantially contributed to economic recovery and social stability. KDCA’s transparent information disclosure and public–private collaboration further strengthened public trust and enhanced social resilience during the crisis. In conclusion, this study provides empirical evidence that investments in infectious disease response personnel and information systems effectively reduce social losses and maximize economic benefits. The findings are expected to serve as a foundation for future budget planning, policy development, and performance evaluation within Korea’s national disease control framework.
